I could not find any help on how to go about against a banking Credit Card Issue.
So, am putting down my experience .. in the hope that it helps anyone felt cheated by ICICI! [any private bank for that matter!]

Here is a brief background ...
I Got the card somewhere in 2002 ... maybe 2001!I also had an add-on card [HP card]

Then one fine day ...
8th March 2008 : ~ I lost the card at around 4:30 p.m in a mall.

9th March 2008 : ~ 1:30 a.m i realized the missing card and blocked it via Customer Care.

9th March 2008 : ~10:00 a.m FIR registered.
I enquired from the customer care and was told that both my cards (including the add-on card) was blocked and that no transaction was done. i felt relieved.
Received the credit card bill for the period 9 Feb - 8 March. All is fine.

... One month passes ...

9th April 2008 : I receive my credit card bill and it has 13,330/- INR transactions done on 8th March!!
- Why was this not mentioned in my previous credit card bill ? ICICI as usual comes up with some logic no sane person can understand!
- Why did the customer care person fail to inform me of the transaction ?

10th April 2008 :
Anyways, I send the documents ICICI wanted me to send.[by registered post]
- Application letter claiming that the transactions were not done by me.
- FIR copy

11th April 2008 : Requested Customer Care to intimate me about receipt of documents. But of course, they did not.I then enquired from CustCare if they have received the documents. They did not have any such information.

21 April 2008 : Vishal from ICICI came over to collect the documents again, in person! Iam not sure why! I'd already sent all the documents ! Well, it was Vishal's job to collect it in person and he was doing just that ...... never mind, i gave him all documents he requested.

28 April 2008 : I called the customer care to find out the progress of the 'investigation'. And you what was the answer? You guessed it !
ICICI has finished the investigation and has passed the decision in favour itself ! I enquired about the basis of the decision.They said it was a secret they cant disclose !!Hmm, never mind!
In my application, i had asked for the charge slips with my signatures. What about that ?And i wanted the investigation report also. The Cust Care person[Gunda Sravan & his manager Shiv] said that as a policy, they will dispatch it in 7 days. They asked me to have patience. I wanted this in writing & a SR number along with it. They kept arguing that there is no provision to take a request for such a thing. I only need to have patience. ONE HOUR on customer call that day !!!!

30 April 2008 : Mr. Ramesh Sahu [CustCare] & his manager [Hitesh Chandani] assured me that by 5th may i will get the documents and i should have patience. They were unwilling to give me a SR number for this request!

1 May 2008 : I sent a mail to CustCare and CC'd NewDelhi Banking Ombudsman complaining the bank is not giving me a service request.

2 May 2008 : I got a mail from Mr.Naren Reddy [CustCare] giving me the SR number and promising me documents by 5th May. Wow! The ombudsman's mere presence did help.

12 May 2008 : Called up the customer care and asked about the SR status. Guess what ?? The SR wasn't for the documents!! It was for something .. i did not understand what!!! The ICICI Manager [Mr Naren Reddy ] cheated me. Never mind, the mail was copied to the ombudsman also !! So, i have proof.
Anyways, i insisted on speaking to a higer up ........ after 45 mins of call, Usha Nainani cut the call !! I called again and after patiently discussing it with Sonali Phalke, the call got cut again !! More than one hour wasted.

I immediately sent a mail in frustration to Mr. Reddy and what did he do ? He sent back a reply showing regret and providing me a new SR request!! And he said that the documents will reach you soon.

Today is May 20 and as expected ICICI, the cheat bank is giggling at having treachorously snatched away my hard earned money.

26 May 2008 : I logged onto the banking ombudsman site and just before submitting the complaint, called up the ICICI people, curious to know the status of the documents [ Charge clips & Investigation report] I was connected to Usha Rani and 2 levels up to Sameera Yasmeen later on. Well, they told me that my request for the documents has been rejected. I was fine with it and asked them to Fax this information to me. But they did not acceed. Finally Sameera promised to find out and call me back with what she can do.

Having lost all faith in ICICI Credit Card department, i decided to lodge a complaint with the banking ombudsman and did so. I put in all the details i could, in 2048 words.

I got a call from sameera [ surprising!] in the evening. She said that the charge slips will be sent to my by post within 20 days but the investigation report cannot be disclosed. Well, i'd already filed a complaint with BO[Banking ombudsman]. So .... fine ! whatever she wishes !!

27 May 2008 : I called up the BO and informed them that a complaint has been registered on their web site. What next ? He said that within 10-15 days, i will be receiving a letter from them. I should proceed as per that letter.

4 June 2008 : Got a letter from the BO[banking ombudsman] asking me to fill in a form and attach any other communication i've had from the bank in this regard.

6 June : Gave a last ditch effort to make ICICI see reason and give me the charge slips. Savita Shenoy gave me another SR number and asked me to wait for 60 days! Well, the cat is out of the bag!

10 June 2008 : spent about 3 hours getting the email chains i had with ICICI, making 3 copies of all that, 3 copies of the completed application form, 3 copies of the application sent to ICICI, 3 copies of the registered post receipt as proof etc. Sent all these by registered post to the banking ombudsman.

30 June 2008 : I called up the banking ombudsman to enquire regarding my status. The person at the other end was able to check in his records and told me that they have not yet got a response from the bank. I have been asked to wait for another week and call back.Lets see ........ Iam still getting reminders from ICICI to payup. :-(

14 July 2008 : Called up the ombudsman. They said that they've sent reminder to ICICI and are awaiting a response. I dont have to do anything from my end, but wait ...

4th August 2008 : Called up the ombudsman. They did recognize me. They said they've just finished my case. The bank has agreed to revert the amount in my credit card. The entire sum will be reverted. I enquired if the bank will be sending me a notification to this effect. The ombudsman said that this will be reflected in my next credit card statement and that the ombudsman office will be sending me a copy of the award ....... hurray! Cant wait to get my hands on the letter..... !! Alls well that ends well.

11th August 2008[monday] : Got the letter from the Ombudsman office. They also attached the letter they received from ICICI. No questions asked! They just reverted the amount!! Well, they did mention my debit card,on which they had already reverted the amount. Since the theft of both the cards took place on the same day, same time ... maybe they thought it prudent to revert my credit card amount as well ... lest they be questioned asto why did they revert my debit card amount, the documentary proof being the same in both the cases ...
